there is a difference. someone can get a license to drive and drive around the block a few times each month. this doesn't make them a good driver or someone who really knows how to drive. knowing how to drive comes with experience on the road. my sister got her license 7 years ago and she knows what to do when she gets behind the wheel, but when she does, she's still scared of driving cuz she doesnt drive often enough to get the know how. i hope this explains well for you.

Yes, there is obviously a difference between "knowing" how to drive and "not knowing" how to drive. Either you do or you don't. Just about anyone can operate a car; not everyone knows how to do so safely.

A lot of people drive but are really horrible at it, I believe thats the driving but not knowing. And as far as knowing, you know what your doing and it wasnt just luck you got your license. You'll be surprised how many dont know how.
