She is likley not shy because of abuse, as many dogs(and people) are just naturally shy, or have not been properly socialized as puppies.
The breed that I raise has to be taken everywhere to meet new people from the time they are vaccinated, or they will always be shy with people. However, they are THE bravest hunters!

Has she been PRE- OWNED? Do you know anything about the dogs history if she was?
IF not is she still YOUNG? Puppies have a tendency to show submission to the ALPHA DOG, or parent, which in this case IS YOU! She is just showing YOU that she knows you are BOSS.
Some young puppies even dogs will crawl submissively on the belly and sometimes pee in that spot or turn belly UP and also pee, this is showing the OWNER that you are the TOP DOG!
Do not scold this behavior it is natural for a dog to do this.
Maybe you speak loudly and do not know it? Try speaking in a lower volume if that is the case. Some people have loud voices naturally and this can frighten a dog without trying to.
Speaking calmly will help and play games and let her learn that you are family and she will learn that she does not need to show submission all the time. If she was pre-owned and abused you can still gain her trust just be patient.
See your VET if you have other concerns or if she continues to behave like this. Maybe the Vet will have other options for you to look at. See some of the sites listed too.
OH and YES dogs do understand us, they understand our emotions, body language and energy. Do not let anyone tell you differently.

Not much info to work on here, ummm, I think the dog is probably older than a pup, and you just recently got her? If so, she has had a master in the past that abused her, just be gentle and loving to her, and eventually she'll get her self esteem back, or develope a trust in you that makes her more self confident.

me and my boyfriends sister have two brothers that are jack russel/beagle mixes. Mine is very outgoing andloves people, while hers has always been shy, he is nervous around people and stays away, sometime often gets scared and barks at people walking down the street. I dont think it is from abuse, since they both came from the same litter, and mine is fine, so i think its just who the puppy is.

Just pet her and talk to her (yeah I know she doesn't understand you, but when she gets used to your voice she will feel soothed by it). Also when you are near her, attempt to give her a treat... it might make her break out of her shell. If she continues to do this, take her to a vet.

chances are she has been abused iin some form..... just keep working with her . dont raise your voice . keep calm and always tell her/him that they are good appraise them for when they do good things start with dog treats hold it in your hand and when the dog comes over to get it pet her and tell her good. and give it to her . also love on her as much as you can and play with her . good luck .
