Primarily, God saw no reason for men to have them. It's like asking why God didn't give birds arms and hands instead of wings? Your question will never be legitmately answered, no matter how hard someone tries.

Well the Bible says that God destroyed the tower of Babel thinking that People will reach heaven. Imagine if he had given Wings ? People will be all over Heaven - Heavenly people will have to come down to earth to live... Think about it !
