Go to a gun dealer or sporting goods store with appropriate identification. All "legal" gun sales require NCIC background checks and is part of the sale process and has been so since the enactment of the GCA of 1968, fill out form 4473 and the store will call the NCIC and generally get a reply back at the time your are in the store, unless it is evening hours then you'll have to wait over night or the weekend as the FBI/ATF doesn't take afterhours
calls for NCICS checks.
For what purpose? bird hunting(what type) trap? or self defense?
Mossberg makes decent shotguns are reasonable prices for many different applications.. I've got a 12 guage Model 500 I've had for 20 years that is probably 40 years old. I've brought down a lot of pheasants, quail and ducks with it. Modified Choke. Most are available with replacable / adjustable cylinders now so you can go from improved to full choke with the turn of a wrench.
If you want a self defense shotgun get a pump with extra capacity. load up on slugs or buck shot.

I would prefer, "a good shotgun, cheap" but it's up to you...You can legally buy long guns from an individual as long as you both live in the same state(there may be exceptions) without going through a dealer(FFL)...So you could buy a "shotgun cheaply" from an individual/Gun show/Dealer/or try one of the huge on line gun sites...www.gunbroker.com - www.gunsamerica.com . between those 2 they have over 50,000 guns for sale at any one time.You should be able to find something to suit your needs..
