The modern version is to hand a check to a charitable organization and never ask what they did with the money.
And yes, if the organization is honorable, I do that. It's the closest I can come to anonymous giving, which is what the statement is saying God wants.
The reason for it is to keep you from patting yourself on your own back and prevent you from making others feel obligated to you for your generosity. We really DON'T need any more avenues for our pride.

Yes, sometimes that left hand says to keep because I don't have much but I just don't let it know what my right is doing. I like to give in to a charitable impulse. Makes me feel good and thanks for the question.

YES, for 2 very well-founded reasons:
1. humbleness - if you give, it is not nice to start boasting around with it, or just start enhancing your self-image
2. prevents envy - if you gave some with your left hand and gave some with your right hand... the ones who got something from one or the other will not start looking at each other and compare and eventually be jealous

With the government out for every penny they can squeeze this is hard to do. Still I think it would be better if donations were disallowed so that giving would truly be an act of Charity,,

Yeah. And in case anyone doesn't understand what that statement means, it's being secretive about charity. Don't proclaim to the world that your giving donations or charity, because that's just seeking self praise, which is not what giving is all about.

It just means and this phrase is just used to illustrate that when u give in the charity give it without showing to the world and with true intension i.e. give such that not even your own body part knows it
