Boot into safe mode by pushing f8 or f5 while your computer is booting. Just keep tapping button then when prompt comes up choose safe mode. Go in and delete the file.

You could also push ctrl-alt-delete goto applications and if you ahve windows xp processes also just keep closing out stuff in there then try to delete it and reboot.
