For the first part of your question: "Is the sun more sensitive to the skin at an elevation 6000ft then at 1500ft?"
No the sun does not care how close you are to it. The sun will not get skin burned.
For the second part of your question: "Are you more likely to get sunburned at an elevation of 6000ft then at an elevation of 1500ft?"
Yes there is less atmosphere to filter out ultraviolet radiation at higher altitudes, so it will be easier to get sunburn.

I would say Yes, maybe a little bit, since there is more air between you and the sun when you're down at 1500 ft, but really the Ozone layer is what filters out most of the UV rays, and that's miles up, so the difference between 1500ft and 6000ft would be negligible. Now, your latitude would be a bigger factor - you're much more likely to fry as you get closer to the equator.

The sun is millions of degrees hot. I dont think any elevation changes are going to effect the sensitivity of the sun. In fact, I dont think the sun is sensitive at all. I think it just burns shyte up...
OH! Now that I read your second question, Id say that it depends more on the weather...if youre 6000 ft up on a mountain that is clouded over, youre less likely to get a sunburn than if you were on a sunny beach...

Yes the sun is more sensitive. You are higher up. You will burn a lot faster. I am not sure if it compares to being at the beach though. Being around sand thats light. But definatly at a higher altitude you will feel the effects of the sun more.

Yes, as there are less layers of atmosphere and the intensity is greater.
