crafty stuff!!

try paintless painting, my two year old daughter loves it! it is using water over tissue paper on paper or card... leave it to dry and then peel tissue peper off

normal painting, drawing colouring, i bought a cheap roll of brown paper and spread it right out on floor, i let my daughter go mad with the paints, we had hand prints feet prints and the odd bum print so make sure its a nice day and do it outside!!

playdough, or the park thats cheap and fun and you can sit down and let your kids run of their energy!

another thing i've been doing with my daughter is making chicken pen pots. get them to decorate toilet rolls with glue, feathers and stick on eyes, beak and card feet.... then when dry can put pens in them, you may need to cut them down a bit first though...

music? one day make a band using pots and pans.....

go swimming, if they under a certian age they should be free, if not make sure you get you monies worth!

visit relatives, play in water,
watch kids art programmes and they'll give you more crafty ideas to try, do one a day though otherwise you will run out!

make cakes and or biscuits!
allow them to visit friends or have some of their freinds over for tea! arrange games in garden like a mini sports day thing..

board games or musical rhymes with actions....

good luck with it all, obviously i dont know how old your kids are so im sure some of these may be considered boring by your kids anyway!

Go to the park
Have a picnic
Give them something structured to do like making a holiday diary (depends on how old the kids are) do an entry everyday & write/draw etc all about themselves their friends & their life.
Teach them how to play a ball game so they can have competitions with their friends
Speak to some other mums & take them all to the park or just round someones house so they can play together.
Hope this helps!

Beach party in the garden, dress up kids and friends, depending on where you live and whether or not you have a drought order and cant fill a paddling pool, ice pops, sun hats, kids music, pass the parcel, all the usual games, but make it into a back garden thing. Get a small bag of sand from a local hardware store, put that in the garden and let them build sand castles. ice creams, lovely. Can I come.....

Camping on a site with childrens amenities might be a good idea and quite cheap. Give a kid a pool and they'll be happy all day. Alternatively, camp near the sea. I know sites in Pembrokeshire that charge 6 pounds a night for adults and 2 for children. You could probably borrow tent, cooker etc.

I have two kids also. Mine love to bake, especially bread, cos it takes a while so they feel like they are doing something for hours instead of half an hour. Salt dough? Mine love it, get a recipe of the Internet, its just salt, water and flour, use it like clay, bake it in the oven and paint it. Get a cheap blow up pool, fill it with sand/water.(dont know how old your kids are though, mine are 3 and 5). Got any garden jobs need doing, like painting the fence? Do a car boot with old stuff of theirs and buy them some stuff to play with with the money you make? Go for a picnic with a cricket set, or a throw away BBQ. Face painting, strawberry picking....

You haven't said how old the children are..... however...
Take them to a park, woods, the top of a hill. Get them interested in the countryside. Take them to a farm. I don't know how far you live from these places but they are all free, they'll improve their knowledge (is they ask you questions) and if you walk a lot it'll keep you all fit, take up lots of time and tire them out so they'll go to bed early.

you need to get your kids on project status. making their own garden if you have a bit of land will keep them busy. you don't say what age they are. perhaps they could learn how to write a story or get them into physical exercise. martial arts clubs tend to run through the summer so they could try one and do their own training too.

Camping.
But that's sensible, right? :P

Take them fishing too - not very expensive (if you have basic rods already) and you can put the fishies back after.

Other than that I don't know where you are so can't suggest anywhere to take them!
