what will sting the most...where can i get a paddle or how do I make it...will it leave marks?

Holes in a paddle can cause blisters. Just a regular wooden paddle without holes will do a pretty good number on his rear end, especially if you swing it good and hard. You can buy them at quite a few sites online, or try Cracker Barrel if there's a branch near you. If you don't want to leave bruises, give him a warm-up with your hand to start with, then begin paddling once his bottom's good and red.
As for whether to tie him up - sure, if that's what he likes, or if you don't trust him to hold position. Bent over grabbing ankles is an unstable position; if you paddle him hard he may just fall over. Better to bend him over a table, or the arm of a sofa.
