Holes in a paddle can cause blisters. Just a regular wooden paddle without holes will do a pretty good number on his rear end. You can buy them at quite a few sites online. If you don't want to leave bruises, give him a warm-up with your hand to start with.
As for whether to tie him up - sure, if that's what he likes.

A spaning? What are you going to do? Spread his butt cheeks apart as far as you can? Try to stretch his legs into a split position?

I have never used a paddle before, but a good spanking on his bare *** with your hands is very worthy

i would use a cane, but those require training not to really hurt him.
els,e i would use a dressage riding crop... if u really want him to hurt.
