Golden makes an additive - GAC 200 - to mix with acrylics that makes the acrylic adhere to slick surfaces, also increases film hardness.

I have grave reservations about the previous answer. An oil based acrylic makes NO sense whatsoever.
I've seen glass and ceramic paint in the art stores...and I'm fairly sure Deka makes one, as well as maybe? jaquard.
Below is a link to one of my favourite art supply houses.... maybe you'll get lucky and find it on sale.

oil paint, it will take forever to dry
They also make paint markers that are permanent that you can use on tile , plastic, wood.

Arcrillic- make sure its oil based.
