are you opening an in-home/family daycare or a center?

the state normally monitors all types of daycare centers and like the person below said, the info and training materials are usually free. here in PA everyone is monitored by the department of public welfare (division of children, youth and families) check the blue pages of your phone book and see what you can find. if that doesn't work just call or stop by a daycare and ask who their monitoring agent is. they should be able to provide you with the name and # of a state staff who can get you in touch with the right folks. good luck.
