If you go to your towns 'ic' site or 'this is' site they normally have links to local papers and you can search the back issues online.

e.g. www.icbirmingham.co.uk or www.thisisredditch.co.uk

Your local library will have copies of the local and national newspapers, it all depends on how big the library is, as to far back they have got the 'paper' versions to hand. They should have in the building at least 5 years worth.
