Can mean too many things.
Like, where are you when this is happening? At work? At School?
If you are at work, he may be thinking that it's inappropriate to approach you at work. However, you are so attractive to him, that he steals any glimpse he can.
Intimidation: if the guy thinks you are the most beautiful treasure in all the world, perhaps he's too afraid to say anything.
If he's young, he could be nervous and unsure of himself.
If he is a Closet Cross dresser, he could be studying you for fashion tips.
If he is in a relationship: It's possible that things at home are not good and he's fantasizing about life with you. He's not a cheater and not in a position to leave yet.... so he looks, but doesn't touch.
There are many explanations for this behavior.
However, I need an explanation for your behavior.
Why is it that you've noticed him looking at you and yet you make
no action towards him? Why not talk to him, find out what's going on.

Yeah, he's probably too shy to say anything, and hopes you'll notice him and go to talk to him yourself. The easiest (and lamest) way to avoid rejection is pacifism. If the girl talks the guy, the can't get rejected can he? Nope! Well, rarely. There's always an odd ball.
Talk to him!

Well, you never can be too sure about what guys are thinking about anywaz, but he's probably attracted to you but a little shy and doesn't know how to strike up a conversation.....if you're into him, why not be the first to say something....hey, it's a start.
