I don't think so.
Almost all Asian cities are nice and welcoming to foreigners.
South Koreans are a bit rude and grouchy. But this is part of their culture.
Malaysia is one of the nicer countries. Of course, Malaysia is predominantly Moslem, so non-Moslems have some difficulty in understanding their culture.

Can one city survey result represent a country actual result? No.
Was the survey done with all the people born from that city? No.
Was the survey result from one city verified with other cities around the country? No.
