I don't think pasta knows who is cooking it, so ethnic background shouldn't make a difference. If you can read, then you can cook so long as you know basic technique. How complicated is the recipe you want to prepare? If it's jarred sauce on plain pasta, just follow the directions on the containers. If it's a more complicated dish you want to make, then read the recipe until you understand it. Most important point in preparing any dish --- always have all of your ingredients ready to go before you start to cook. It's called "mis en place", which means everything in place, and it allows for the actual cooking experience to be fun and easy, and you don't have to rush around trying to chop onions while your olive oil is heating up. Pasta ? Piece of piss. Whats to it? Put it in the pan to boil.
Making a sauce to go with is a little more difficult, but still relitavly easy. Ragu is my fave.
