Your best bet would be to try salmon eggs. The salmon compete for spawning area and will eat the eggs of other salmon to give themselves room to lay there own eggs. Check your local bait shop and see if you can locate "roe sacks". You can make your own roe sacks by tying salmon eggs in a piece of women`s nylons. Make them roughly the size of a golf ball or slightly smaller. The fresher the eggs the better. If you catch a salmon that is full of eggs, you could use those eggs also. Check the local laws pertaining to egg collecting first. Place the roe sack on a hook and dangle it in front of the salmon. With a little luck and some patience you may just catch a few of them.

I have seen this same thing in the lower Niagra - these fish are worn out and only interested in spawning before they die - you can poke em with a rod and they don't react - I think you have to catch them downstream before they expend all their energy.
