The best fighter in the UFC would be difficult to judge, current fighters are across 5 different weight catergories, 4 until recently with the reintegration of Lightweight fighters.
In each weight catergory you have your best fighters with champions currently, HughesWW, FranklinMW, LiddeLHWl and SylviaHW, Some fighters change weight and switch between weights such as couture the only fighter to have championship belts in two UFC weight divsions.
If it were just plain knock out power your HW would be tops such as Arlovski, Jordan, Sylvia, Buentello, Monson and Mir if it were down to endurance as toughest then you would be looking at Lidde, Ortiz possibly even Franklin. Liddel may get a pasting from Babalu or Wanderlei soon anyways, hes got a good punch but will need to work on more than just punching and takedown defence if he wants to keep that belt for a few more UFC's the way Tito is looking he could be belt holder again!!!!
This question has so many variables that it could never be answered!!!!!

That's hard to say because to be tough you have to have fought in a few complete fights, not quick fights won or loss via knock-out or submission. Off the top of my head I would have to say Randy Courture because he's faught the who's who of UFC. Pedro Rizzo, Rico Rodriguez, Vitor Belfort, & Chuck Liddell to name a few. In my opinion his toughtest opponent was Pedro " The Rock" Rizzo and he beat him twice when competing at heavyweight but took a serious beating in both wins if you're familiar with Rizzo's heavy handed style of striking. First win coming via decision after 5 rounds at UFC 31 and the second coming by way of TKO in the 3rd round at UFC 34.

Matt is tougher maybe but Chuck is just off the hook.
Also, after asswhip2 over Shamrock I think one might give a nod to Tito as well. That was quite the repeat beatdown right there.

Josh Neer is very tuff, he fought a fight with Melvin Guillard where melvin cut about a 4 in lasuration right above his right eye. some how Josh came back and put melvin in a triangle choke to get the Win. then in his next match he fought Joe Stevenson who had him in a full knee bar in the first round, i swear his knee was hyperextended way more then it should of been. and some how he won a decision with the last 2 rounds on his feet! thats tuff!

the toughest to beat of just like the one who can take a beating?the toughest to beat is chuck liddle . the one that can take a beating is probably Forrest griffin.
