Or maybe how to what I can do so he can still get some fresh air without his eyes getting like that. (I've taken him to the vet before and they just gave me medicine and didn't tell me why it happened)

He's barely a year old, I thought cataracts too, but it wouldn't make sense.

A cat`s retina is full of roads, and less cones are present. When a cat looks towards bright light the pupils get constricted,and vision gets blurred. .
Windows shielded by colored glass eliminate the clouding of vision.

Try shining a flashlight into his eyes. Do his eyes seem cloudy then? I'm wondering if you cat has cataracts and it's only obvious when he's looking out the window in the bright light. I guess and hope the vet would have checked that but if they gave you meds and didn't know what was wrong, that's strange too.
