I've heard people say "Compliments to the chef" after burping, but I don't think it really is considered that. It's just an excuse to get away with burping out loud in front of everyone. I mean, could you picture someone in a really fancy restaurant just letting out a huge belch and saying that? I don't think it would be appreciated...
I think it's something meant to be somewhat humorous and taken lightly, not something done seriously. (Maybe to some people though...)

It depends on the culture of the home/ place you are eating. Some places would take it as a compliment. Others would may be not so much.
No harm in learning, comes in handy when bridging a gap between the cultures especially with a business meeting over an eating endeavor.

It depends on the culture. In American culture it isn't. It is considered RUDE in the culture and that is a lame excuse to be rude. In a culture where they are raised to believe it is a compliment then yes it is. Yes there are some cultures that really believe that and I don't see anything wrong with that. Just don't try to pass that off as a reason to not excuse yourself if you were raised in a culture where it isn't acceptable.

In some places, yes...but it's a natural bodily function regardless, so one might as well consider it complimentary, even though it has little to do with how well one enjoyed the meal (or beverage) but more with the fact that some gas built up inside you, and needed to escape.

To me, yes. I love it when someone eats their food that fast.
Generally, its considered rude to burp, though, at least in most places.
