any size changes cause distortion to a degree. Perhaps there is a good photo software program I could obtain.

for resizing image use adobe photoshop ,for transforming image always press shift while doing it.ucan also resize ur image by pressing alt +i+i u will find image size option there u can change it.

I agree with their answer of Adobe Photoshop. You will always lose quality making a picture larger, but when shrinking it you shouldn't have distortion (as long as you make sure that you keep the box checked that preserves the images proportions when resizing!)

If your picture isn't in proportion to a 2x4 format the Image size in Photoshop won't work. You'll have to crop it down to a 2x4 size (using the crop tool)
