It will be in your WINDOWS directory (actually the i386 subdirectory) usually C:\WINDOWS\i386 or C:\WINNT\i386
(depending on how the system was setup) as NOTEPAD.EX_

You must convert this to NOTEPAD.EXE using the EXPAND command...

Open a COMMAND PROMPT window and type:
expand c:\windows\i386\notepad.ex_ c:\windows\notepad.exe
*** hard to see here, but there are spaces after expand and after ex_

this will decompress it and put it back in the windows directory where it belongs!

the best option is to repair your winxp which takes less time comparing to installing XP..no need of installing your softwares again

or else try restoring your system to an earlier save point it may work(I'm not sure )

You probably just deleted the shortcut. Click your Start menu and choose Run. Type "notepad" in there and hit OK. If it comes up you just deleted the icon. If it doesn't then you deleted the program file. To reinstall it go to Control Panel - Add/Remove Programs - Add/Remove Windows Components. You can remove it and add it back in there.
