She was probably able to get them from one of several different sources. Police supply stores are often open to the public. Military surplus would be another possibility. If not that, there are plenty of vendors online.
Now, concerning their use, as stated before, the standard cuffed-to-the-bedpost idea is a decent one. However if you really want to jazz it up, having both hands cuffed around a bedpost would be one way. Being cuffed behind the back would be even more spicy.
A few words of caution though. Police handcuffs are not exactly designed with nocturnal activities in mind. They are fairly rigid and can cause damage to the wrists is there is much attempted movement (voluntarily or not). If they are on too tight, the cuffs can press down on the main nerve leading to the hand and give the sensation of numbness, a lot like carpel tunnel syndrome. It can also hinder blood flow as well. Needless to say, don't be left alone while in them.
A second must is to use the double-lock mechanism. This is to keep the jaw from closing further. Also, keep in mind that the cuffs are thick and do not play well with hard surfaces. If you find that this is something the two of you truly enjoy, consider purchasing a specialty type designed for nocturnal activities.
I say that the best thing to do is experiment. Role-playing is definitely a possibility. Consider differing positions like being cuffed over an overhead rafter or shower rod. Most important of all, have fun, since that's why you have them.

Use them in other rooms in the house. If you want I can come over and demonstrate. PS you might be in them much sooner than you think if there are in fact real poice handcuffs.
