Check specifically seborrheic dermatitis/eczema which affects the scalp. Diagnose based on this and contact a Doctor. If it is dermatitis it can be treated with corticosteroids.

Here are a few things you can try: 1) make sure you use a good boar bristle brush and THOROUGHLY comb your hair; begin and the scalp and brush at least in the morning and before you go to bed. 2) Change the shampoo you're using. If your hair feels oily, use one for oily hair. If your hair feels dry or brittle, use one for dry hair. Otherwise, use any shampoo for normal hair. 3) Now for the weird one that actually works amazingly well. I did this when I first heard about it when I was about your age and I was having a problem with dandruff. Get 30 aspirin. It MUST be aspirin, not Tylenol or ibuprofen. Dump the aspirin in your new bottle of shampoo. The aspirin will eventually mostly dissolve. I dunno what the chemistry is or why this works, but it is a cheap solution you can do for $2 at a dollar store.
