I don't agree because:
*academic excellence at one institution doesn't compare with academic excellence at another. For example, graduating and performing well academically at a community college doesn't compare with academic excellence at Stanford or Harvard.
*there are many people who are really intelligent without having had benefit of completing college - Bill Gates for one
*one can be academically excellent but lack the intelligence needed to form reasonable conclusions, to understand social situations, to think in the abstract or accept anomalies.

Not at all. There are many ways one can show intelligence rather than academic excellence. For example, I have a friend who is a brilliant auto mechanic but he has a learning disability and has trouble reading. Is he any less intelligent than a PhD who doesn't realize the "Check Engine" light being on is a bad thing?

Apsolutely not.
Take BurtRutan for instance:
A single bachelors degree, yet he builds planes that fly nonstop around the world, The first private spacecraft, the first carbon fiber aircraft, and without a doubt, the best light aircraft available.
I dare you to find a single modern innovation that wasnt created by an ametuer. Cell phones, refrigerators, Microwaves, Jet engines, Rockets,
And most prolific generals, Like Patton and Rommel, were not educated. both started as enlisted.

I say it's not. First of all, the school can be a really pathetic school where it's nearly impossible to get good grades. Second of all, suppose the teacher is biased? They might give a student good grades even if he/she didn't deserve them. Third, the student could be cheating, in which case they would actually be either not intelligent or at least lazy.

academic excellence is just one manifestation of intelligence. intelligence can manifest itself in many other forms - like creativity,originality of thought, precise execution of plans etc.
besides, intelligence is not always required for academic excellence. sometimes, plain old hard work does the trick. there are numerous examples of not so bright people excelling in academics because they were willing to slog for it.
