A small talk is always nice. If gives them a chance to get to know each other. i wouldn't want a guy just coming up to me on a street saying "will you go out with me?" Small talk is a good way to find out what things u have in common. it could even lead on to better things. ;-)

reading all the prior answers lead me to believe i'm in the minority here because i'd rather be asked out and then talk.

depends the other person knows that you like them, and if you know they like you.
If so then I say that you dump the "small talk"! you may as well get straight to the point!
