With your CD or DVD burner, you should get software from Roxio or Nero which can handle the conversion.
Personally, I like Nero 6 Ultra Edition, which comes with a lot of different tools including a utility that will help you make a VCD if you're going the CD route (or NeroVision Express for making a DVD).
A couple things to keep in mind...
VCD's often work better in older DVD players if written to a CD-RW disc. That's because CD rewritables have a dye reflectivity that is similar to a DVD. Older players pick it up better. If your DVD player was made within the last 2-3 years, then you might not need to worry about this tip.
Another thing to consider is the dimensions and quality of the MPEG file. If it was recorded in a very low resolution or in a non-standard dimension, it may not look good on your TV. Standard TV's in the NTSC format only have 525 scan lines (roughly equal to a resolution of 525x393 on a computer monitor). But many MPEG files are made in even lower resolutions to save space. So you have to watch that as well.

Contrary to akela has said, I use Nero 6 Ultra Edition. This comes packaged with the full-blown version of NeroVision. NeroVision uses DVD Shrink technology and gives you full control over DVD authoring from a variety of video files (AVI, MPEG-1, MPEG-2, etc).
I was in the game way before we had programs like NeroVision. Back then, you had to squirm your way through a variety of apps like TMPGEnc, VirtualDub, DVD Shrink, etc, just to get a stinkin' file converted to the right format and dimensions. Some peeps like Akela are still going this route, and that's fine.
I'm just glad I don't have to worry about that anymore....!

You need to have a converter that can convert from mpeg to VOB format for DVD and .dat format for VCD.
If you have Nero, which comes bundled free with your DVD Writer, then you can write a VCD directly by using the Nero software. However, to burn a DVD, you will need to buy additional plug-ins like the Authoring Tool etc, from Nero.
Other than this, you can download converter software, which you'll need to buy, though, on the net; and you can burn your CDs or DVDs from various formats using them.
