Is it with or against me to tell the consular officer of American Embassy that Last year I applied for Canadian immegration and that I'm waiting for my papers to be ready to go there .
( I mean is it a good proof that I'm tied with my country for at least 4 years which is the legal time that immigration visa takes ) in order to get B2 visa noting that I have been asked by the American Embassy to include my application a letter explaining why should my application re-considered ( already refused )

Yes, showing proof of plans to emigrate to a third country would help. But not knowing the whole story, no one can guarantee that you would be found eligible for a B2 visa. Only the officer who interviewed you can do that.
