Without any doubt the best all round Martial Art fighter was Joe Lewis. He revolutionized tournament Karate and Kickboxing with his unstoppable Side Kick, forward hand strike, false motion and shuffle movement.
A very close second is Bill Wallace. His backfist and forward leg kicks were equally effective in tournament Karate and Kickboxing. Wallace had a dizzying array of kicks which came off only one leg, because the other had been severely and permanently damaged from a judo competition before he began Karate training.
Both of these men were not simply fighters.
Both won form competitions in the top Karate Tournaments before ending their participation in form competitions. Joe Lewis won the Black Belt Forms competition in Long Beach International, the largest and most prestigious Karate Tournament at the time. When Lewis won he had only been training in Karate for seven months and was on leave from active duty in Okinawa.
Martial artists like Bruce Lee couldn't hold a candle to these men.
Bruce Lee never won a Martial Art tournament of any kind. He was a photogenic martial artist. In reality, Lee studied Wing Chun in Hong Kong, where he had only attained the equivilent level to a Brown Belt in Wing Chun before stopping. He then trained on his own without a teacher.
Jet Li who is indeed a genuine Wu Shu champion is and was primarily a forms competitor. Li spent his youth on the Chinese Wu Shu National team, where he excelled. His training was long and difficult and there is no doubt whatsoever that he is a great martial artist. Nevertheless, his forte was no fighting but forms.
Neither of these men had the ability, knowledge, strength or speed to handle either Lewis or Wallace in their prime.

Bruce Lee was a second rate movie star and a good fighter. Jet Li is much better than any mentioned above. Joe Lewis and Bill Wallace are successful ring fighters but they have bad habits that will make them very vulnerable to a kung fu practitioner (eg. they don't protect the groin area because it is unsportsmanlike and illegal, they don't protect the knees from being broken-again illegal in the ring, there are more). Neither has ground fighting skills.
There is no such thing as the best. There's always someone better.
Fave movie "Master Killer", Fist of Legend

Frank Juarez Shamrock - he is the best pound for pound mixed martial arts full contact fighter ever! His style, movements, flexbility and combos are the best ever seen. If you can hire UFC 22 where he fights for the Middleweight championship of the world against a fantastic Tito Ortiz, you will probably never see another fight as great as that ever again! I have four Best Martial Arts movie ever - Enter the Dragon (Bruce Lee), Fist of Legend (Jet Li - remake of the Bruce Lee film "Fist of Fury") Drunken Master 2 (Jackie Chan) and Wing Chun (Michelle Yeoh)

Mirko "Crocop" Filipovic is my favorite fighter. Fedor Emelianenko can whoop his ***, but that's true of anyone. The thing mirko has on eeveryone else is his showmanship. Consistantly delivering amazinlgly lightning quick Thai kicks to the dome.. is just freaking spectacular.
Best movie.. would be Ong Bak.. it's a movie from thailand, so it's very different and i didn't actually enjoy anything about it besides the fighting, but it was exceptionally cool to see a martial arts movie where the moves thrown would actually do more than ruffle the oponents cloths if thrown at full power in a legit situation. (so.. not like jet lei movies)

In my opinion, Bruce Lee is the most well-known if not the best,
As for martial art movie, I like this Thai movie called Ong-bak : The Thai Warrior, that has a number of incredible fight scenes. If I am not wrong Luc Besson is the executive producer.

I think Bruce Lee was the first Mixed Martial Artist (contemporary). And one of the first martial artists to introduce that mind set in the martial arts world.
Martial Arts Movie: CHOKE, Rickson Gracie Documentary.
