There is nothing like a nice smile and looking directly at the other person. They will know you are a nice person, and that you might be interested in them. After the first eye contact, things should be easier. Next time after smiling at them, you could say, "HI, how are you today?" or something and that should get things going.

someone has to give. both of you are communicating with the absence of words. This is a good basis that both of you will not reject each other. Time is gold and you're both losing time with this situation. Take the initiative and go for it.

You'll just have to assume it's there until you learn otherwise, I would imagine? Shy people only stay shy as long as they feel positive, in my opinion. If the other side really disliked you, he or she would probably give off intelligible signs?
