get off of the computer and go lay down with her. if she doesn't stay with you often, she probably is a little lonely and scared and just wants to be with someone.

make sure that she follows a good routine so that she will want to sleep. wake up earlier. do activities during the day and then eat dinner at around 5:30-6:00. give her a bath. let her watch a little bit of tv, read her a book while she is in bed and stay with her, until she adjusts. if she has a good routine where she doesn't get up late and take a good nap early, this should work.

OK, this is like the third time you've asked this question. I suggest giving up babysitting until you learn strategies to deal with young children. You've been given tons of ideas in your last questions, but the time in between postings hasn't been enough to really try any of these. Get off the phone, turn off the tv, stay off the computer and settle her down and lay down with her. This is way too late to have a 5 year old up. If she were my child, this would be the last time you'd be watching her. Good night.

I second the car ride! Get some soothing music to put on
while you drive. I still stick by the chamomile tea
if you have it, if not warm milk and honey.
Then go for a long drive...let the magic happen LOL

before you leave her house you always find out what her bed time routine is and she should always have some thing to sleep with and about nine oclock you shouldlay down with her and read a book and sing two songs and just lay thier in the dark and make no sounds and she will fall aslepp trust me it works with my kids

Lay down with her and rub her back - my three year old likes that when he can't sleep. Also helpful - pay attention to what you give her after a certain time (7 PM in my house) - no sugar, caffiene, etc.

3am?? wow thats pretty active for your niece. Try to let her read a book at 9pm, while she's reading give her a glass of warm milk. After the reading session put her on bed and slowly massage her feet and legs for 10 mins. eventually she will feels tired after a while.

dont let your neice take naps during the day and at bedtime she will be ready to go to sleep. routine is very important , also when she sees you go to bed she will know its time for her to go to bed too, that way she wont feel like she is going to miss something after she goes to sleep.

Try driving her around in the car. My parents used to do that with me and my brother when we were toddlers and it worked great.
