Elijah, but remember: the word "heavens" in the scripture is referring to the sky (compare Genesis 1:20)
Jesus was the first person to ascend to the spiritual heavens, where God resides (John 3:13). Therefore, the heavens that Elijah ascended to was the sky. After all, he was seen later on living on earth (2 Chronicles 21:12).
