Gentiles are anyone whos not jewish.

The others are right. It is absolutely forbidden for a Jew to steal from anyone, Jew and non-Jew alike. The difference is with returning a lost item.

There is a mitzva (commandment) for a Jew to return a lost object to another Jew. It is a very nice and commendable deed to do the same for a gentile, but the Torah does not require it. Why should we be required - required being the main word to return it? The gentiles are not required to return everything they find to us. Once again, it is a nice thing to do - but not a requirement.

its a nice thing to go out of your way and give something back to someone who lost it. The Talmud is only saying that you do not have to.
