If he knows you like him, but won't make a move, he might like you, but not enough to make a move on you. Guys stare at girls because that's in their nature. A guy could be in love and committed, but he still will stare.
If your ego can take it, make a move. He might go for it or reject you or just fool around with you until he gets bored of it. Your call.
