The phrase was originally "between the devil and the deep sea", but changed via a popular song titled "Between the Devil and the Deep Blue Sea" recorded by Cab Calloway in 1931. The meaning of the phrase is you are caught in difficulty, between two dangerous alternatives. (the devil is bad, and falling into the deep sea is bad)

I guess that means know one knows. No one really knows where the devil is, we can only assume, and no one really knows how deep the sea is, because you have to take in account the darkness, water pressure....
