to attract a member of the opposite sex is to give eye contact but if you stare to long then you more likely making them feel uncomfortable especially if you look them up and down you are simply undressing them with your eyes... after an initial mutual eye contact a quick friendly smile and a hello nod to let them know that you notice them.
