California's Legislature has adopted the Leftist approach of allowing local issuing authorities, the Sheriff or Police Chief, to arbitrarily decide who will be allowed to carry concealed or not. Leftists believe that guns serve the state, to give the State absolute power over the People, so it's up to government officials to decide who they will allow to be armed.

Making substantial donations to the Sheriff's election campaign or favorite programs helps a lot. Some Sheriffs are more fair-minded about it but I would ask around before making any assumptions. Get letters of recommendation from prominent friends of the Sheriff or Police Chief.

You must have a concealed carry permit to carry a concealed firearm. The lawful exception is in case of an immediate and present threat that requires you to arm yourself to deal with it - you may then carry the firearm concealed for the duration of the threat.

If you intend to carry concealed, attend advanced courses to learn the skillsets of the Armed Citizen.

California Concealed Weapons permits are issued by your immediate head of law enforcement which is either a Chief of Police (city) or a Sheriff (county) depending on which you live. Each jurisdiction is different and you will find many that will not consider issuing you one no matter what - they have been scared off by anti gun advocates and are affraid of the liability should you do something wrong with your firearm. Adversely the NRA has threatened legal action against the same authorities for not giving people permits when they are needed - so its a big game. I'm from the Modesto, CA area and our Sheriff will issue them with cause; not sure about the city police chief as I'm not in his jurisdiction.

Most county web sites and some city web sites have applications for a permit you can down load - mine was 17 pages.

99.9% of the time unless you are rich/movie star you will be denied a concealed carry permit in the state of California, to buy a rifle you just need to show up at the gunshop, they have all the paperwork there.

Is california a commonwealth state? If it is you can apply for a carry permit at your local court house, I live in Pa and we are a commonwealth state so we can carry our guns, but you are on the west coast I have a feeling you aren't a commonwealth state.

I know this thread was asked 8 years ago but, I am a US citizen and I work for a foreign Embassy and it is a Muslim Country I work for. I handle foreign Diplomats and Gov. Officials all the time. Working for this Embassy has gotten me watching my back every time I am out in the field with them in fear for my life that someone or a group could be targeting them for being Muslim. Now my question is can I get a CCW permit for fear of being mistaken for being with the people I work for and being targeted as well?

As long as you do not have any criminal background, you can legally carry any weapons of your choice.

Good luck with that. You can thank Dianne Feinstein for all of the troubles that you are about to take on before you get denied.
