You don't put something on his rear end, you put a collar around his neck so he can't reach it. It is called an Elizabethan Collar, after the "ruffs" people wore in Shakespeare's time. Cut out a cardboard circle, make a hole in it just big enough for his neck, and cut a slit in it. Slip it over his neck and tape the slit. Leave this on him until the raw patches are healed. He may be able to slip out of the first collar you make, so you'll have to experiment with how to make and fasten it.
If he's licking himself like this, he may have a flea allergy. If there is any sign of fleas, use Frontline to get rid of them. If he hasn't healed, or isn't at least starting to heal, within a week, take him to the vet.

Ask the vet what is safe to apply to the cat's rear end to stop him from licking. It seems odd that it's just licking for no reason. Get second opinion.

You might want to change your cats diet before you do the vet thing. Either the food is so good it still tastes good the second time around, or something in the cats food or environment is causing an alergic reaction. Change the diet and if that doesn't help look for other things that may be causing a reaction. If that fails, try the vet.

They have the soft cones (I think they're called something wierd like e-cones or e-collars) that you can have your cat wear that will prevent them from licking their body (commonly recommended by vets for when pets get a surgery that they don't want the animal to lick). No matter what, s/he will look funny wearing it (and undoubtedly s/he will try to get it off and probably succeed at some point) so have your camera ready. But it will do the job. You should be able to get one from your local vet. I think the one for my cat ran $15-20.

Why don't you try some of that antibiotic ointment like Neosporin or Bacitracin (with the vet's approval, of course)? It should help to heal the flesh there, and I wouldn't think it would taste very appetizing. But the bottom line (no pun intended) is, what's causing him to lick so much in the first place? Sounds like a vet visit is in order. Good luck!

The best bet is to take him to the vet. My cat has a similar problem because of allergies and needs special steriod shots to make her better. If it's a severe problem, only a trained veteranarian can give you the advice to make your cat healthy.
