There's two things at work here - what you do and what you eat.
If you have never been active before, your body doesn't have much muscle. Since muscle burns fat 24-7, less muscle means that any extra weight it fat, and any extra eating you do goes straight to the belly and the butt. So regular exercise is important.
If you don’t exercise already, just start by walking, running, or biking. Work up to 4-5 times a week for 30 minutes. Even that will build muscle, helping you burn fat all day long.
To keep track of your eating, keep a food diary. When you start, don't worry about counting fat or calories, just notice how much and what you are eating. Start learning what foods are good and bad. Just seeing it written down can be a surprise - you don't always notice how much you really eat when you eat it, but you sure notice when you put on that bikini. Watching what you eat helps you stay focused and eat healthier.
