He is eating and drinking fine and is otherwise okay except he is fussy (not normal for him). Anyone know what the problem could be?

How would I treat this at home?

*Don't* try to treat it at home. Find a good vet. It could be asthma, which may or may not be serious; it could be heart disease, if he has fluid in his lungs. It could even be the first *obvious* sign of kidney disease; is he drinking *more* than usual?
In a cat that old, he needs to see a good vet, and not one who will dismiss his problem as "old age". Which happened to me, to my everlasting regret.

Something is up, hon. Especially at his age. Take him for a checkup. It could be a problem elsewhere causing him pain (hoarse voice) if he is drinking and eating alright. And especially with him being fussy (I assume that means "talking" a lot and being fidgety). Coughing a lot and hoarseness could mean feline leukimia. There's so many things that could be up. Just figure he's your child....wouldn't you take your child to the doctor??? He depends on you to take good care of him.

At his age it could be thyroid or something else. He needs to see Vet.
