She probably just likes and or craves the sour/bitterness and is embarrassed that you caught her. If she consumes great quantities, it could upset her stomach due to it's high acidic content. Vinegar itself, especially apple cider vinegar, actually has health benefits. See:
http://www.bellaonline.com/articles/art8171.asp
As far as the other user's comment about beating drug testing, this is an urban myth among young people. It does not actually work. See:
http://www.whitehousedrugpolicy.gov/publications/drug_testing/administering.html
I think that is unlikely anyhow, considering you said you caught her drinking a small amount. If she were trying to beat a drug test, she would have been downing a whole lot.
She may also be trying to lose weight, as that is also a commonly misconceived notion. There is absolutely no scientific evidence showing that vinegar can aid in weight loss or that it contains any magic ingredients that help you to shed pounds. See:

Talk with her about her body image and about safe dieting if you thnk this might be the case.

When I was a teenager I heard of people drinking vinegar or listerine to get drunk because it has a certain alcohol content. Anyway, it was cheap and at that age, just as gross as liquor is anyway.
You say it was a small amount, but HOW was she drinking it? Was she dirnking it like a shot? Trying to chug it out of the bottle like it was alcohol. Those are signs she may be up to something and you should question it further. It could be innocent, it also might not be. Good luck.

Not sure why she's consuming vinegar, however, some believe that vinegar has medicinal properties. For example: Two tablespoons of vinegar before a meal was found to prevent blood sugar spikes in a study by Carol Johnston, a professor of nutrition at Arizona State University (Wikepedia).
Another bit of trivia I found was "Lord Byron would consume vast quantities of white vinegar to keep his complexion pale."
So it doesn't sound like it is harmful, but ye gads, vinegar is so SOUR!!!

From someone who used to have thick hair. Here are a couple of things that cause hair loss/thinning: 1. Get your thyroid checked. Since you have thick hair, you will have to be firm with the doctor that your hair is actually thinning. The doc will see thick hair and ignore everything else you say. 2. Stress causes hair loss. 3. Change to a high quality shampoo/conditioner, preferably organic. Keep in mind, though, that hair does get thinner as you age, not as young as 17, more like mid 30's. Good luck!

Yes I do know drinking vinegar helps take the traces of drugs out of your system...mainly marijuana...is she getting ready to get a job or doing anything that she would have to be drug tested? I would ask her a few more questions.

Trust factor kicks in here.
Vinegar does cleanse the body and vinegar caapsules can be purchased for this purpose however....if you trust your dotter, no need to worry. I dunno though. If she denied drinking it, then maybe she IS trying to hide something.
I purchased capsules for my acid reflux but they did not help in my case.
NO alcohol in vinegar.
GOOD GAWD! Vinegar does NOT KILL you. Geez
