Not all computers that will run Win98 can run Windows XP. XP needs faster processors, more memory and more disk space than Win98 did.
Do yourself a favor and buy a newer computer with WinXP alread installed. It will be much faster than your Win98 system.
Donate your Win98 system to a charity.

The reasons that this might be are endless. You will ahve to provide more information. For one thing if your computer has Windoze 98 on it it might not run Windoze XP well, if at all.
