No, only human beings have the right to participate in any legal action. Precedent would have to be set to establish how a sentient non-human fits into the legal system.

It could actually depend, ( ok don't laught) on the state, in most places of course only people human and/or a coporation can sue.
If a specific state does not have a law that restricts law suits only to people, then they could,
In some areas cats and dogs have acutally sued people, when the estate of a person who dies is left to an animal, the animal owns it ( but it is administered by a person) The estate could well sue ( since it has legal standing)
So ( and I love far out legal thoughts) if the cow is owned by the farmer, who is incorporated, the cow as property is part of the corporation, so the cow could have legal standing as part of the corporation.
Or or course Hardee may have a new item called "smart cow burgers also"

The cow would have no rights under the constitution or the U.N. charter. It would take every cow in the world to be "zapped." Then they would have to organize and start the Society for the Assimilation of Cows, or S.A.C. The price of beef would go up a hundred fold. The whole beef industry would be pushed onto the black market. Hindus would believe Krishna has returned. Eventually the humans win the war, but at a high price for their enemy. All cows not captured were slayed. The only ones left on Earth are the ones being tested on. With the hope of returning things back to normal, the citizens of the newly untied planet Earth work together to rebuild the "utter" destruction the cow revolt left in its wake. Eventually they succeed in building a better Earth, but fail in returning the prisoner cows to their former state. Many believe it is because the cows are mentally too strong. In the end they are all put to death, and the world lives without fear of another cow uprising. Little do they know that a lone hamster has begun to talk...

Cows are not regarded as having the same rights as human beings. The Cow would have to be recognized as having equal rights first, and then would only be able to sue in the countries that continue to eat meat and that legally recognize the Cow as having rights equal to that of a human being.
However, that Cow would most likely never make it to trial, since the all powerful farmer lobby and meat packaging industry would most like make the Cow "mysteriously" disappear first.

Well, cows would probably sue for being milked or for their calves being killed. Cows are only cattle who that have given birth. Steers and heifers are the ones that are mostly harvested for beef.
I'm not sure who a cow would sign anything if she was able to actually sue anyone. Their hooves aren't really made to hold pens. Also, who exactly would she sue? I'm guessing some of the big companies that have packing plants across the country like Tyson and Cargil. I'm sure they could afford much better lawyers than a cow.

No, because the law only provides causes of action (grounds for valid lawsuits, basically) for persons, not for cows. Genocide is defined legally specifically with regard to humans, not other species. No matches here, I'm afraid.
