That sounds pretty sluggish. Here's some numbers from Steve's Digicams:
---
When using single drive mode and shooting a sequence of images, the shot to shot delay averaged approx. 1.5 seconds without the flash, but increases dramatically to between 4 - 6 seconds when using the flash, depending on subject distance and battery life.
The A540 also offers a continuous (burst) mode, that Canon claims can capture images at a rate of 2.3fps. I found it was a bit more impressive than their claim, capturing 10 images in 3.5 seconds flat; a frame rate of 2.8 fps.
---
The shot to shot time in this review was probably without refocussing, and with a medium file size/quality. I can't imagine that a faster memory card would make much of a difference - the bottleneck is probably the camera itself.

Make sure that you are using NiMh batteries and not alkaline batteries. NiMh especially the 3000ma ones work the best with flash. Is the problem you are having without flash. If so, and you are using high current NiMh then the problem could be with the camera. This camera has the same image processor as the 5d and that is no slouch. Have you tried different flash cards? If not then then try reformatting the flash card.

If you use the flash, that is typical recharge time for flash. If not then Thats called recovery time (which sould be more like 1 sec) and that has to do with the proccessor in the camera.
