Not at all or else there would be less crime there. And it's a proven theory that most crimes where people are facing the death penalty were crimes of passion. So these people did not have time to think through the consequences of their actions before-hand. I ultimately think the the death penalty is B.S.
All citizens of American states that allow it have blood on their hands for not electing to stop this costly and senseless act. We have Paul Bernardo, one of Canada's worse killers behind bars with limited privileges and I think that that's what hell really is. Death is an easy way out.
By the way it costs more to have someone on death row and kill them then to keep them locked up for the rest of their lives.

1 - States with more enforced death penalties lead criminals to act more violently in their escape attempts to elude the law. (i.e. after the high speed car chase, the crook is more likely to try to shoot his way out of the situation instead of giving up because he knows he's going to face the death penalty for whatever crime he committed before the chase.)
However, crooks are not the brightest bulbs in the box to begin with; thinking ahead is not exactly their forte either. Violent criminal will be violent no matter if a state has the death penalty or not.
2 - Extraditing inmates to death penalty states from states without the death penalty is a great way to get co-operation from them. I've seen inmates roll over fast when they are threatened with having their day in court issued in a pro-DP state.

No, I believe that criminals who commit crimes heinous enough to get the death penalty will do so whether or not this punishment is in force or not. The death penalty is a punishment for the crime but also a protection for society to keep this individual from killing again.

People who kill others are not thinking. They are only experiencing emotions that are driving what they are doing. Premeditated murder is another story. Almost all such murderers sincerely believe that they can outsmart the cops and they will not get caught.

No, I don't. I believe they work harder to not get caught doing a capital crime. Kill more people in order to get rid of possible witnesses, and plan more carefully.
