They tend to control that by how long your leave is, but not that I know of. My experience on leave is just to give a cell number & say you'll be out of state, or maybe what state you'll be in if it could take a while to get back. Generally not a problem, but don't press your limits too much to get back on time cause you won't like the results if a flight gets delayed overnight or something. Best policy is just to tell them what your intentions are & ask your supervisor if you're worried.

No there isn't as long as you can get back to the base in a timely manner if your leave is cancelled. If you are not sure then ask the Navy Dept or an officer on base.

my husband is stationed on a base in virginia, and according to there rules, if he travels within 500 miles of the base, he is okay, but outside of the 500 miles, he needs to fill out some sort of document

you mean on leave? you can travel as far from post as they allow on your leave, form, but you may be restricted to a certain distance from the address on your leave form. This is typically decided by your unit.
