A country that tells you who or what to worship or not worship. One could argue that it is the same thing: Telling someone not to believe in God v. worshiping a different God. This to me is the same thing. Someone telling someone not to believe is like telling them to worship something else, in this case, nothing.
A person should be free to worship or believe what ever they wish and a Government has no right to decide what that is. In the US we call it "Separation of Church and State" (we could talk about how there really is no separation, but that wasn't your question)
To me, they are the same thing and are both equally bad.

No one makes you believe in anything: What you believe is exactly that. Governments do not determine what you can believe, but what you can do. To illustrate that, I suggest you read the Christian bible where it specifically says the Christians will be persecuted. You will clearly see this in Acts.

I am assuming you are a Christian, so I will refer you to the Christian bible. It is a tool for the believer, not a manual for conversion. If you understand what Jesus taught to the Jews, and Jesus' disciples taught to the world, you will find the necessary information. For example, 1 Cor 10:23-24 with emphasis on verse 24.

If you have a question regarding belief, believe, or believer, follow those words in the gospel of John. You will even find nonbeliever. Like I said, it has everything you need to know that God has reveal. It will tell you about no God and a different god.

Finally, being a Christian is not easy. It never was and is not now, easy. But God's word as spoken by the prophets is for those who believe.

Heaven is where God is, and hell is where he/she is not. God is spirit, and we worship him/her in spirit and in truth. No matter what governments do, in the end, the world is his/hers (Psalm 100).

It is easy to get lost and loose your focus toward other things, but remember who is in charge (Psalm 23), and when you suffer (Psalm 22). Finally, when you question, (Psalm 42-43).

A country who tries to force worship.

If they don't believe in God, but don't try to force you one way or another, there is still freedom. The country overall will not be blessed as they would be for believing in God, but at least their citizens can be free.`

Even God gives us freedom of choice, therefore they are bothhorrible in the same because it is a way to control. In the bible days people were willing to die for what they believed in. We must make our own choices based on gods word because this is the right the lord gave us.

They are both two sides of the same wrongness. If you do not have the freedom to worship the way that you want than you are truly not free.

BOTH ARE VERY BAD.
Time will tell.
MAKING someone Worship God isn't being sincere.
God wants us to come to Him freely.
To mean the things we say when we pray to Him.
Not chanting, and repeating words over and over.
