It moves your blood to the surface, lowering your core temperature and raising your skin tem (hence, the lfushed face). You feel warmer but are colder, whoch is why its a bad idea to drink in exterme cold. Of course, much drinking is done in ther rpesence of beautiful women, whiches raises the body temp independantly of the booze effect.

Alcohol affects the body's ability to turn food into energy, it slows down reaction times, increases body heat loss and reduces endurance.
When intoxicated, it is common to feel warm. This is because alcohol acts as a vasodilator, dilating surface blood vessels. However, the feeling of warmth is misleading, because the expanded blood vessels actually cause you to lose body heat. People who drink alcohol in cold weather to get warm actually accomplish the opposite.
