I don't think it is, since there is not enough of each dialect (like types of Klingon and the Ancient Language (Eragon)) to denote language patterns. It is interesting to learn, and the site (below) has a phrase list, just in case you want to tell your friend "Nostach be Orch gaer!", which means "You smell like ten orcs!". Just read the pronunciation guide first. It sounds like Gaelic, Hindi, Latin, and Italian all put together. It sounds beautiful.

Yes. Just ask the little people.
Oh hang on, you must speak in their language as they do not speak yours.
There are two problems: One, they are very pedantic about the spelling of their written language; Two, they tend to be rather susceptable to the uncommon cold in bad weather. Whether or not the weather will be bad can be risk-assessed with a study of 'meteorology'.
This is the science of weather, the aim of which is to predict whether or not the weather will in fact not be weather at all. Whether you agree with this point of view or whether you would prefer to sit on the fence to see whether it rains (often called 'bad' weather), or whether the sun shines (often called 'good' weather), still requires agreement on whether weather really is weather or whether weather is all a fig tree of imagination like the little people elveselves. (Themselves in our language)

Legally recognized? Now? No. But in the Elvin clans that still exist on the planes, yes, each has their own dialect.
