All this means is that he was raised probably by women to be very respectful. I'm the same way in public, but when I'm alone with someone, I can show all the affection they want. It's just an old fashioned boy not wanting to show public affection. Maybe he likes her so much he's not sure what to do(not something women teach you growing up) and so he keeps back so he doesn't make a fool of himself.

He's cautious. He may not be able to read her as well as he would like.
Respectful could be the key. He doesn't want to make any mistakes that would hurt her or him.
Then again, maybe he doesn't know anything other than what he is showing.
Could be a lot of things, maybe a bad experience.
Respect his respectfulness. He may be shy and what affection he is showing is a tremendous leap for him.

If you can say he likes her a lot for sure...isnt it proof
enough that he is expressing his affection in other ways?
Not everyone show affection by showering kisses, etc,
each and every individual will have their own magic
touch when it comes to love because of family upbringing
some people take a french kiss more seriously than others.
He seems like a very romantic guy but reserved and maybe
this is what your girlfriend find intrigues her.......

He just isn't the touchy feely type there is nothing wrong with him
he sounds very nice if this is the only thing she can find wrong then she should count her blessings
If she need more touchy feely then maybe she should tell him she wants a little more at least in private(some guys do not do well with public affection

maybe this is his way of taking it slow he might have been in a difficult relationship earlier on where he took things to fast and it all went wrong. he may love her very much and may be afraid to take things to serious because she might break up it is kinda difficult situiation. maybe the friend should try talking to him or the friend can get a guy friend to talk to him and see what is really going on i hope that helps good luck

My guess........best guess because my ex husband was like that. He did not grow up in an affectionate home environment. If I'm wrong, then check other answers but I bet I'm right.
